Heather de Necochea

Principal / Founder

Heather de Necochea founded Golden Poppy Consulting (GPC) in 2020. GPC was created with a mission to help elect democratic candidates with an emphasis on women of color. Heather believes that women are underrepresented in our state capitol, and she wants to help build a more equitable government by electing more women and especially women of color into public office. Heather has an extensive background in campaign finance and political strategy. She has helped build and manage state and federal political action committees (PAC) in multiple states, has developed strategic corporate political budgets, raised funds for multiple foundations and charities, and has experience in fundraising for the California Democratic Party.

Golden Poppy Consulting currently represents a variety of clients running for state a federal office, foundations, caucuses, and PACs. GPC is recognized for Sacramento fundraising, event planning, and developing financial campaign budgets and political strategy.

Heather’s previous role was the Political Director for the California and Nevada Credit Union Leagues, managing their state and federal PAC’s. Before working for the Credit Union’s, Heather worked for Motor Vehicle Software Corporation (MVSC) as their Public Affairs Manager where she managed all aspects of their political budget and organizing and planning political events in multiple states. Heather has an extensive and successful background in campaign finance, managing political spending and strategic election planning working under Assembly Speaker Emeritus, John A. Perez and Toni Atkins for the Assembly Democratic Caucus. She assisted and staffed numerous fundraising events, including the annual Speaker’s Cup that raises millions of dollars each year for the California Democratic Party. Heather holds a bachelor’s degree in Communication Studies from California State University of Sacramento.

Heather is happily married to her supportive and loving husband Luis - who also works in politics, and is mother to their beautiful daughter, Valentina.
